Not a nuke, an experimental thermobaric bomb (as of a RE3 director intereview). There's no radiation when you return to Raccoon City eventually, and the crater from the blast is much smaller than the city.
You learn later it was all a ploy to make everyone believe Raccoon City was gone, while operations continued underground (RE9).

IIRC the nuke becoming a thermobaric bomb retcon occurred before even RE5 was released. It was still a dumb retcon back thenLike most retcons, it's because they 1) ran out of ideas and 2) realized stuff sells (even) better with nostalgia.
Then you can either bring back Leon and Raccoon City and RE9 becomes the fastest-selling game of the franchise (over 7 million copies in under 2 months), or you can keep Raccoon City as a canonically radioactive wasteland.
