More likely than not, they've made a verbal offer to Dan Harmon, and he isn't ready to begin working on season 4 yet, so he said no. When he's ready, he'll contact them and suddenly they'll renew for season 4.

Cartoon Network is like Nickelodeon and some other cable networks: they get some seasons of a show, shit-can it, then farm the reruns for years. Rick and Morty has leverage at least, but many other shows that came before them haven't. Its why they milk the anime in Adult Swim now, because its so cheap and people eat it up.
