It could work but it won't. You can't have Black Scully because Scully was the skeptic who was often shown to be wrong throughout much of the show. That would require the black woman to be wrong a lot. That means she has to be the Mulder. A black woman that believes all the crazy conspiracy shit could work but then you're likely to end up with a large chunk of your audience watching for the wrong reasons. X-Files plus We Wuz Kangz race swapped gender swapped Mulder would be funny as hell.
