I wish I knew more about the financial side of the business, it would be pretty easy to figure out the ultimate goal if we knew the numbers. How much do console makers actually make from the licensing? Is the majority of their revenue from console sales or game sales? I think MS is going to try get as much content on XBL as possible and really push the subscription model. If they don't make much on hardware sales or the standard licensing formula of last gen, then why try to sustain that model. The Xbox One isn't a video game console, it's a Xbox Live device... With current policies they can assume every box sold will have a paying subscription along with it.
If you look at the numbers for the last generation consoles, they sold very similar amounts. But if you look at the financials, MS made some very nice profits while Sony struggled. XBL sub revenue could very well have been why.
