Original devs couldn't even finish the game, so I suspect it'll take even longer for these devs to.

Major delay is VG client is Unreal 2.5 and the server was all proprietary SOE. Having to rebuild SOE's entire netcode is where the slowdown happened.

In terms of "Will we ever see a VG TLP from Daybreak:

Unreal 2.5 means Unreal 2.5 licensing fees. Also SOE insiders have said that Microsoft still owns a stake of Vanguard, so whatever profit a TLP made would be kicking a percent to Microsoft. However small that is. It's an additional burden and paperwork.

Due to the combination of Unreal 2.5, Microsoft, and the project being unable to get out of the red during it's live history-- we're likely never getting a VG TLP.

They could do it, but the deck is stacked against it.

Daybreak holding company did state during an investor presentation they do in fact own the VG IP. I know some people were questioning if they acquired it. They did.

Daybreak has been completely unresponsive on a possible licensing (P99) agreement. Even solicitors asking to begin talks on a buyout price emailing the legal department get no reply. Multiple attempts to contact DBG at different emails, various departments, with various approaches the last 2 years go unanswered. Not even a bite.

No community manager responses on the official forums either. Multiple high viewcount/post threads referencing Vanguard don't get any response from DBG. The complete stonewall silence is thought to be due to the Unreal 2.5 license agreement.

Pretty sure it will never run good due to the spaghetti code under it all, computer specs don’t matter.

It's due to loading all assets at once in order, and also loading them excessively. Someone posted the exact problem a decade or two ago in this thread.

It's similar a similar problem D4 had loading everyone in the areas bank at launch.

When I played the official version right before it shut down I thought performance was pretty good and not much worse than the little hitch you hit sometimes in wow when you zone at a high speed.

Vanguard never had good performance the architecture was fundamentally flawed and even 20 year later tech its still jank as fuck.
