Sure do! Look at other Paradox games. About half of the DLC they put out is game-play changes/expansion stuff. Other half is cosmetic/fluff.

Everyone I know who has this game, has had it for years. It was in a Humble Monthly bundle and another game bundle years ago. They have sold all they can expect to their intended audience, so now they are fishing for the SJW buyers.

Paradox will never give 100% DLC for a purchase bundle. MAYBE they will do the base game, plus 2 or 3 of the bigger DLCs. But all those cosmetics and small story bundles is where they make their bank.

These books are less 'young adult' in terms of their writing and more 'elementary school'. Some violence, but they are very easy and boring reads. The world could have been amazing, but it is all glossed over and skipped to keep to the quick story.
