    Ideas stay at a 400 cost, while tech costs rise quickly if you're too far ahead. So I look at the relative costs and gains of ideas versus techs. I think it's a good idea to pick 1 idea from each of the 3 pools (admin, diplo, military) so your ideas don't compete among eachother for monarch points.

    With the arty nerf from 8.6, you'll see a lot less of it on the battlefield. So pure scouting is a lot less important, and arty hunting isn't a big part of the game anymore either. I consider it pretty much a waste of time to hunt arty, until the game is decided.

    Correct. With last patch they also spread arty out up to T10, so you can calculate their matching like MT/HT/TD's. Scouts still have their own matchmaking spreads, and then some premium tanks have 'preferred' matchmaking (eg. IS-6 is a T8 premium heavy that only will be matched in T8/9 games...

    No, honestly, there is no rule for T8 to only play in T8 games. I just jumped solo into a game with my IS-3, it was a T9 game (4 T9's, 7 T8's and 4 T7's each side). Edit: And now I'm in a T10 with 5 T10's in my KV-4.

    Yeah, I have no fun playing arty anymore either. About you not meeting T9/10 tanks when solo in a tier 8, I guess that's just luck or perception bias. When you platooned, I assume it was with other T8's, not with T9/10? Because then of course a T9+ battle is guaranteed.
