I think the overall goal should be to inform and convince parents that a game is violent and they may want to consider whether they should give the game to their kid. No one step to doing that is going to be bullet proof.

As a kid who grew up with mortal kombat, quake, duke nukem 3d etc I never felt influenced toward violence by those games but I could see how some kids would be. I also wouldn't mind legislation that made things more clear to parents that the games they bought kids for christmas contain...
