If you are still watching a media on 1080 display dvd isn't quite as bad. But the fractional scaling makes it look extra terrible on a 4k tv. Standard blu-ray -> 4k is nice integer scaling, if you aren't collecting 4k discs, at least try your best to track down a blu-ray.

A good quality 35mm scan can easily do a nice 4k. Depends on the stock and how much grain your want, or if the director is going to go nuts and AI de-noise it though. A 65/70mm print is easily good for an 8k or higher video if that ever happens. HDR is a semi dubious on these old movies, but...
