If you want an officer RT to have some options for direct action against the enemy take sanctioned psyker origin. Noble officer is basically pure buff bot.

They're fine if you go all in on building for them which doesn't really mesh with your plan to make your RT a social/skill monkey. If you want to use shotguns on your RT I'd run an Arbitrator-Vigilant Soldier rather than a Noble Officer.
