It was. As of this maintenance to add the two EU worlds, it was changed to standard. The only two preferred worlds in NA now are in the Crystal DC. Bunch of Primal/Aether are congested now.

Don't you mean years? I think they've already been "hard at work" on it for over a year. I mean, the spinning orc model took eight months at least. August 2018 to April 2019. There's a hell of a lot more to do for that project than models that seem to have wildly surpassed their 1-4 weeks...

You'll need some of the blue quest unlocks anyway, because some of the 60 dungeons are needed for level 70 hm ones, etc. They're probably not great xp at 64, but there's a first time bonus for everything.
