Should call them DNA kits, not rape kits, since that's all they provide evidence of. They have nothing to do with consent or even sexual activity. But yes, a claim of rape should always include a DNA kit.

Turkey basters, used condoms, used tissues, spank banks, etc. Science is a tricksy one. Occam's razor is usually right, but there are alternatives, which requires actual evidence beyond just DNA was found here.
