B.) Read forum posts around the Internet about peoples experience with Destiny so far, two things become common: 1 - Crucible matches can reward players with Exotic weapons, 2 - Most of the people who mention getting an Exotic bounty also say they received them from turning in PvP bounties.
C.) Just comparing my own experience with a friend; I've not done a single PvP bounty since release (all PvE bounties each day though), while my friend has been doing all the PvP bounties everyday (plus PvE). He has been rewarded 4 exotic bounties, each time while turning in the PvP bounties (before turning in the PvE). I've managed to get one exotic bounty in all that time, I guess you can at least say that doing Crucible bounties will make it more likely to obtain an exotic reward.
Also, every Faction (aside from Vanguard) requires Crucible Marks for gear, each Exotic weapon bounty requires Crucible matches to be played (aside from SGA?). Seems pretty clear that Bungie wants to make PvP as attractive as possible

Was complaining about that the other night. A mod that has that drastic an impact on the weapon needs a toggle. Both versions are great and have uses but not being able to flip back to burst mode is bummer.I do wish they gave you the option to toggle off the slow fire rate if you wanted to tho.
You're assuming that the contents aren't rolled the moment it hits your mailbox, in which case the purple engrams in your mails right now will already be downgraded to blues on patch day. Then again maybe they aren't rolled until you open the mail, but you're taking an unnecessary risk doing it that way, unless you have so many rare engrams that you have no choice but to decode them now. I decoded a bunch to clear up space and take advantage of the nightfall rep bonus, but I stopped just short of the next rank until my vault gets full again. If you open a legendary engram now you can get pretty much anything, BUT if you wait for when the new patch goes live to open your cryptarch packages if you get a legendary engram you are guaranteed a legendary.
You can store around 20 or so in the mailbox.
