Well lockouts are by difficulty level so you can do only once per lockout period per difficulty, so you can do like 5 versions of sky and even if the lockout is a week that is a lot of quest drops. I would guess you would unlock atleast one class your first week, maybe not the class you want because of RNG but something. What we don't seem to know is how open world vs instances work for lockouts. All the sky quests have 1 rare drop usually from the bosses of the islands that's the main bottleneck. Clearing the zone should be trivial with the increase in power but some of those quest drop rates are brutal. It will depend alot on respawn timers/drop rates if they tweak them.
If I had to guess we will have boss lockouts by difficulty level that disable personal loot for you if you are on lockout for that difficulty, but that is just pure speculation on my part, and we also don't know the length of raid lockouts, I think they should just be a week multiple skys per week is already a lot, making it 3 days or less would be burnout central imo.
Well DT is confirmed removed and the loot mechanics letting you auto send to bank make all that annoying shit pretty much a non issue here. Ya you gotta go back to the bank at some point and sort through quest drops from the p99 wiki as a pain point still but oh well.Sky is not hated because it's hard. Sky sucks because it's a slog with stupid mechanics (DT) and weird forced time gates and keying requirements. Also 90% of the random trash shit that drops is useless clutter.
I also can't imagine they leave the bosses who were basically immune to spell damage of any kind that way here but we will see.
