You do not login with full charges to raid. You have to wait an hour **in game** to gain a charge to raid. Being offline does not "pass time". Charges cash shop hard confirmed. Not just P2Win, P2Attempt. Games dead with this patch.

This has been debunked in the Discord. The timer counts down even when not logged in, but all characters start with 0 charges. First hour of release will be unplayable.

Once you log in the timer starts working. And afterwards it should work when offline as well.

And just because I am playing on the heavy end of casual doesn't change the fact that the game is casual friendly. I have been afk for an excessive amount of time and exploring zones I never went to back in classic like Runnyeye. Testing things almost as if I was a beta tester on a test server.

This is a game for casuals. People arguing it's not hardcore are retarded. Also people arguing because they raided in one of the cheating zerg guilds and claiming they're a hardcore gamer are retarded. None of those guilds even make it to the raids where a single person (or box in most of their cases) can destroy the entire raid.
No one gives a shit your fucking OW guild with 48 wizard boxes and an illegal raid client that instant invites all dps classes into a single raid for OW challenges against one singular other guild doing that same dumb shit. Especially when they came in 2nd at least half the time.
This is a game for dad gamers who want to fuck around with their free time or people who want to play EQ and not rely on boxes/people who are probably watching CSI 80% of the time they're playing.

To be fair, you aren't going to be instancing for the first hour or two. You will be grinding mobs in open world zones to get the xp and money you need for spells. At 10 after you unlock your 3rd class and get those spells you will definitely want to start an instance in Befallen and start camping the shit out of the items you will be wearing until planes.

It doesn't take an hour to hit level 10, even on P99. Streamers have been creating new characters and getting into Befallen WELL before an hour of playtime is up.

It has more to do with the short-sightedness and inability of devs to identify unintended consequences. As I said, not experienced devs. These things are to be expected.
