I responded to this with a joke but I want to address something serious about this.
Why does the income of a college students parents affect what the college student pays for college? This is actually a very dangerous thing. The situation they are presenting here is that if you're from a rich family that you're "privileged" and have to pay your way to college.
I know plenty of well to do families that don't want to give a dime to their children for college. How is that any different than a child who doesn't get a dime for college because their family is not well off?
This does nothing but penalize children who came from richer families when family wealth should have nothing to do with it in the first place.
We just got done with this college entry cheating scandal where kids got in because of their parents, and a lot of these kids are pissed off and didnt even ask for their parents help getting in, and their lives are ruined because of this.
When you're 18, you're a fucking adult. Your family status should have nothing to do with this shit anymore.

Cali used to be free tuition for state colleges if you lived there. My dad moved out there in the 70s to the advantage of that. They showed me their apartment location in San Fran...it was a shithole but fairly cheap back then and near a trolley line (which was still legit transport back then vs a tourist attraction). Same place now (because it has a bay view) would be like 5k+ a month easy.
anyways, simple answer is federal grants/loans and money. Basically to subsidize lower income,higher income pays more. But it’s a vicious cycle: higher income is less likely to go if your facilities suck and good facilities take money.

That kind of happens anyways just not to this level. If you make over X you don’t qualify for grants or assistance and have to pay your own way. Also if you pay your own way you aren’t eligible for jobs that are on campus.

and if you have absolutely nothing, just keep on point at the seam with your finger, it'll give eventually.
But if you're inside a suitcase and it's in your back pocket or something, you can't exactly reach around for it. You'd need it in your hand and even then I'd imagine it would be hard as there's probably only 30-60 seconds before you pass out. Plus you'd probably be panicking and not thinking straight.
It's a good idea to have one on you, but it's not going to be much help if you ever end up in a suitcase.
