Yes, as a worker. For some completely inexplicable reason, C-level executives (and their assistants) aren't just busy making decisions, but they also have an almost ritualistic obsession with organizational charts. And those are usually only filled with people with the appropriate job titles. Having such a title is both a curse and a blessing, because you always have management attention, even three levels isolated from the top.
I guess making decisions doesn't take the whole day, and rounding it out with golf and banging their secretary went out of fashion.
