Port Angeles doesn't "win" anything really. The idea is getting the name out to be recognized as a decent place to visit to help boost our economy. Chattanooga looks like disneyland and quite well developed from what I've seen in pictures. Port Angeles is still very much a logging town with excellent outdoor activities year round but people only visit in the spring and summer.

I think the best way to do this is to flood the website with a bot army. Then when they cancel the voting process or make an announcement of things being rigged, spread that shit to local news/yahoo for max vision outside some random website.
