It's not going to be trouble, because he'll be able to sell it as "English Parliament" and "Decentralise power to London" which are both pretty much what Tories want to happen anyway.
Cameron doesn't want an English parliament as such, he'd rather go for excluding Scottish MPs from voting on legislation that no longer affects Scotland because of it's parliament. This allows the UK government to fudge what it considers to be "English" legislation and therefore who gets to vote on it.

The more right-wing Tories want a separate English parliament, like the Scottish one, as they believe it will give them a stronger grip on power. The UK parliament then gets to decide only on "state" matters like defence.

The other parties want to transfer powers to the regions rather than have a single UK parliament, as that will prevent the Tories from dominating the whole country (although it would obviously prevent the other parties from doing so either). There was a version of this in progress up until 1986, when Thatcher in one stroke abolished a swathe of regional government covering the West Midlands, Greater Manchester, Merseyside, South Yorkshire, West Yorkshire and Tyne and Wear, and Greater London.

Oh so its OK when Scotland gets to vote on independence but not when Crimea does?
Scotland had a real Ballot with actual yes and no as opposed to the Crimea ballot which was "No lets leave Ukraine" or "Yes lets go back to being a semi independent country not really ruled by Ukraine". Notice there is no option to retain the status quo? I'm sure it was just forgotten.

their mistake was using the wording YES in the vote, half those scots were looking for the word AYE and hit NO by accident.

Yeah, but to be fair the NHS is all kinds of fucked up, and all of it is primarily the English fault.

There's a lot of other things to complain about, but damn, the NHS is scary. Fortunately Obama is basically implementing the same thing here without taking a look at the problems in the UK.

The NHS has problems but its not nearly so fucked as the US system, and it might be expensive but still way less expensive than US care so we would be lucky to get it.
