Kind of need fuel to go with your oxygen if you want a functioning rocket.Not only can the process produce oxygen for future astronauts to breathe, but it could make hauling vast amounts of oxygen over from Earth to use as rocket propellant for the return journey unnecessary.

I know that, but when it comes to rocket fuel, fuel is a specific component of "rocket fuel", the oxidizer being the other aside from monopropellents. This article makes it sound like all you need is oxygen.The 02 is as much a part of the fuel as the propellant. It's not like rockets burn atmospheric 02 even on Earth.
