Yah it seems like 1 per hour. I played for like 4 hours today and got exactly 4 keys. They need to make that shit a bit more common, like WTF? I killed dozens of those mofos.
I have not done any other seasonal type events in this game, this is my first so I ahve nothing to compare to, but man, that shit is kinda weak for all the hooplah surrounding it. At least I got my lexington.
