I think it's a waste of time and detrimental to try and set hard rules for conversations like that. It's always going to be a judgement call on what intractable shitposting is regardless of how many rules you make.
My main problems with the Tanoomba RRP is that there was no report, mods were actively engaged in the conversation that lead to the RRP, and no "official" warning infraction was handed out prior to a 3 point infraction being given.
As far as I'm concerned, waiting for a report, letting amod decide action based on that report, and an appeals process is plenty sufficient without trying to write a conversation flow law book.

There are very easily scenarios where it would matter (IE, someone abstains, the vote is 2-1 in favor of overturning, but then the mod under appeal votes not to overturn). Really just makes sense that the person whose action is on appeal shouldn't have a vote -- regardless of how this one vote turned out.
Also, why aren't the votes public? That would be useful information come election time.
Look. 2 out of 4 mods voted not to overturn the decision. I agree that 2 votes "against" is stronger than 2 abstaining. If it was 2 votes "against" versus 2 votes "for" we'd have an issue, but that wasn't the case here.But in this case the vote was 3-0, and until the vote is 3 nothing would happen... 2-1 nothing would happen. A majority of mods are needed to overturn. If 2 abstain from voting and the other votes are split nothing happens i.e. decision stands. So...
