Legacy had bad timing. Disney in part greenlit Tron: Legacy because they were still trying to get a dedicated young male fanbase, much in the way they had a dedicated young female fanbase with all the princess stuff.
But while it was still being produced, Disney bought Marvel. Then a couple years later, they bought Lucasfilm/Starwars. That heavily diminished the urgency to greenlight a Tron: Legacy follow-up (beyond the Tron cartoon they did, which didn't exactly have insane ratings), especially with the significantly more profitable Marvel/Star Wars offerings which provided the very thing Tron set out to do: secure a dedicated young male fanbase.
