There isn't one that will help. The rotary gun in vehicle setting is set to 100% for turrets by default. It doesn't go any higher. I think it's intentional so people can IN THEORY get behind the gunner and kill them from behind and not worry about the blast shield.

They have the sliders for custom filters. You can lock it to total amount of money some one has or level lock it to the highest level. Currently I believe it just prevents higher levels playing rather than level-locking them to the max allowed level.
