Since there's no Hulk movie, a Hulk-centric side plot seems logical and fresh. Plus he fucking stole Avengers 1 (okay, when Loki wasn't around). There's also Hawkeye, but who gives a fuck about Hawkeye? At least Capt 2 had Nick Fury and Black Widow actually doing things.
Of course there's also Quicksilver, Scarlet Witch, Vision (end of the movie I say), Ultron, Von Whatever...
It probably opens with the HYDRA stuff like a James Bond intro, then moves to Ultron, with the character shit sandwiched between the time it takes Ultron to make his next upgrade until holy fuck, he's made his own army and he's killing everything.
But that's a lot of BS to assume from one trailer and some production stills.

And it makes sense. Hulk always was sort of the frienemy of the avengers. When he behaved he was a huge powerful force backing them but there were many occasions he would just go so out of control the avengers were called in to stop him. Stark made the hulkbuster armor for a reason. So it makes sense in an avenger movie that they wind up having a side plot of hulk troubles.
Hulk is always one of those jars of crazy you only want to bring out in case of appocalypse. He is what you bring to a situation when adding in a giant green rage monster can't make the problem any worse than it already is preferably with enough actual bad guys to keep him occupied.
There is a reason for the whole old planet hulk story line where the avengers just got so sick of dealing with hulk clean up that stark basically sent hulk to another planet.

Yeah. That worked out real well.
That wasn't a decision of the Avenger's or really any other teams out there. It was Tony's little no girls allowed club with him, Namor, Xavier, Reed Richards, Black Bolt and Dr. Strange and most of them apposed it.
Then when he proposes The registration act all of them except Fantastic are like "Fuck this and fuck you. We're out"

Yes it was actually a cool scene. Doctor Strange, Black Bolt, Xavier and Namor all told them Reed/Tony to go fuck themselves about the registration. Namor beats the shit out of Tony in the Iron Man suit and almost drowns him before they pull him off.
That being said, I don't know how much of the comics and stuff y'all have read. But Namor is a badass anti-hero who just doesn't give a fuck. He needs to be in something. Eventually.
