"Community Councils" are the proverbial death knell of any MMO and they always happen when the game is in a full-on free fall. You've reach the point where you're basically saying you have no idea what we're doing as a company. So, instead of creating a council full of players who have left your game who could provide you valuable insight as to where you went wrong, you assemble a council of people who are still playing the game in the dumpster with you.
