Because he can't and everyone knows it. Suppose even if Zuck permanently deleted your data if you deleted it off your account (which he doesn't). It wouldn't do shit for the countless times the average person's data has been scraped through even indirectly connected facebook apps.

You have to understand that the nature of the Facebook API is such that, if I allow X app permissions, the app can see everything that you your account can see and then pull it to a third party server location that Zuck has zero control over or knowledge of. Then whoever pulled it designs their own Big Data analytics off of that. It's been going on for a decade or longer. On top of that, you can define a regional dataset for a demographic you want.

Then PAY ZUCK FOR THAT DATASET TO USE HOWEVER YOU WANT. This is literally part of his business.
