Yeah, that's a bullshit call. Receiver effectively runs into the DB by slowing down and turning back into him. Maybe the letter of the rule, but not PI.

Receiver creates the contact. He's not entitled to the DB's space on the under thrown ball.

Because he's making a play on the ball, while the defender isn't even turned around to look at it.

Ref potentially preventing Chiefs player from making a play on that. Doubt he was going to save it but bad job there.
