Didn't they rig the game since it's inception where no one can win and got caught? I thought I saw a video on that but my old man brain doesn't work as good as it used to.

tldr,
the guy in charge of the prizes (1m, 250k, etc, vacation, viper) sold those winning tickets, he had security watching him 99% of the time, the 1% he wasn't watched was in the bathroom and he would swap out the winning tickets there.
