Yeah they are just tax scamming that nonsense - its most likely the owner's tax write off they are not ready to sell yet. If its new you could complain to the manufacturer, but that generally does nothing, outside getting someones attention flaming the dealer on social media.
2016 car. 13 for sale total between the US and Canada. So, it caught my attention being a nice color and having the right options and not 7 owners. If it was new, piece of cake like you said.

I just don't talk with dealers anymore. I literally just write what I want on a piece of paper with my name and phone number and the price I'm willing to pay monthly for it. They either accept it and call or they don't and throw it away. I've yet to have someone throw it away. So far it's been.."We can make that happen" or some variation of that and I walk out with what I want at the price I asked. I don't play the psychological warfare games they employ. I don't even acknowledge them when they approach me when I'm just browsing on the lot.

I’ve had that and the driver not using AC, so it was a hot box. I got so sick.
