I've followed some of the suggestions on Blizzard's website like deleting the battle.net data and I've tried reinstalling battle.net (which took for fucking ever because the same problem afflicted it). In the last few weeks that I wasn't playing nothing on my end has changed. I patched EQ yesterday and that went fine and all my other internet activity is fine.

On off nights from Night Hold, I will be farming every EN I can, along with mythics and heroics to try and get the actually good legendaries for me... 100k dps difference between one legendary and another is great stuff here

The two DPS ret legendaries aren't THAT dramatic. I think the spitballed numbers are 40k for cloak and 20k for ring. Those will definitely scale with increased overall character ilevel/stats as the main impact is on our finishers.

Someone tell me I'm wrong, but I got the Outlaw wrists, and they make me want to /wrist. I really wanted the all-spec ring or legs for rogues, but at least it's not one of the shared legendaries I guess?

I don't mind that so much. Might be as a mythic raider, since the widest range is 880 to 895. Still even at lower tiers is just icing on the cake if they upgrade far.
The only rng I have complaint about atm is legendaries and mainly the DPS ones because of the huge disparity between those who have the correct ones and those that don't, which can cause you to lose a raid spot. If they were not so important I wouldn't care about rng, cause welcome to a mmo.
