1-12 go into the game at start. at HALFTIME, the first 12 balls get retested for their PSI..then retired
then balls #13-24 go into the game for 2nd half.
after the game - randomly selected games will get all their balls retested and the psi sent into NFL offices to "take a look at"

also what the fuck? How about ESPN (Chris Mortenson) for reporting ELEVEN out of twelve were TWO psi under, and the NFL not refuting it? In fact they still haven't refuted it.
