Correct me if this is wrong. Your DVI-D connection is only to the KVM, which has a DVI port, so that is DVI-D to DVI (no adapter needed). The VGA (Dell) to DVI (KVM) connection is never DVI-D - so I do not think you'll need a powered adapter.

Assuming the ethernet point is relatively close, put a cheap Wi-Fi router on it. Make sure you disable DHCP and put it in "bridge", rather than router mode. Absolutely make sure DHCP is off tho.

Naomi compatibility isn't in GGPO cos it uses final burn alpha as the emulator. I've heard of people getting netplay working with Demul (or was it NullDC?) but I can't imagine it being worth playing for fighting games.

SF4 on PC should be the definitive home version tbh, the arcade boards are just Windows systems afterall. I think Steam had it for like $10 as well so that prolly gave it an influx of players.

Just to add I haven't seen CCNA recently, it may have over gone overhauls in recent years or at the very least the many websites which literally had every question they use are no longer relevent. If anyone has re-certified in the last two years I'd love to hear their experience.
