    A 120 CP Magikarp will be a 1212-1416 CP Gyarados (Pokemon GO Evolution CP Calculator) which is solid.     Another thing to consider is that, as far as I heard/seen, movesets are random between evolutions, while IVs stay the same. Sure, you can nurture a lower CP Pokemon with perfect IVs, but hopefully it doesn't need to evolve.

    I try to keep my revives and potions around 30 each but I don't battle gyms all that often at level 21, maybe once or twice a day. You could also just ditch all regular potions and keep maybe 40/30 of the tier 2/3 potions. I've also bought a few bag slots and am at 550 max items.
