Had the same problem with the patch in Toxx, had to get the titanium client and copy over the old zone files and it fixed it. Will have to go through and do the same for the other zones too at some point.

^^^ That was done in vanguard with bosses in the open world and dungeons. Basically you had to gather stuff to use to spawn the mob or have completed a certain quest line or use a specific item. It worked ok but was occasionally buggy. Was kind of cool mixed with static and random spawns.

I have no problem with a loc system and cartography system that goes hand in hand with it like that rpg eschalon. Mini maps with everything marked on them kills immersion for me almost immediately and is the first thing I turn off if its possible, and would prefer they not be in game at all.
